Teaching jobs in Qatar: how hiring, licensing and visas work

Private schools in Qatar are licensed by the Ministry of Education and Higher Education, and your employer handles your work status. GOV.UK says you must get a visa in advance for any non-tourism travel.

Qatar's private schools operate under the Ministry of Education and Higher Education (MOEHE). The ministry licenses the schools, and the school then employs you. That means most of what you need to check sits in your contract and your school's standing, not in a personal teacher application you file yourself.

We looked for a single MOEHE page that sets out requirements for foreign teachers joining private schools and did not find one. This guide therefore sticks to what the ministry and GOV.UK do publish, says where the gaps are, and lists the questions to put to a school in writing.

What MOEHE licenses, and why it matters to a teacher

MOEHE issues licences to private schools and pre-schools under Law No. 23 of 2015 on the Regulation of Private Schools. Its licensing page says investors apply online in November and December each year. This is the school's licence, not yours.

The ministry has also announced an Advanced Licensing System that replaces annual licences with multi-year ones. A basic licence runs for three years and an advanced licence for five. To qualify for the five-year tier a school needs a recognised national or international accreditation, a rating of at least very good for the teachers of the three compulsory subjects (Arabic, Islamic Education and Qatar History) in its last two inspection visits, at least 70% job stability among basic administrative and educational staff, and no severe penalties over the previous two years.

What the licensing rules suggest you should ask about staff turnover

The 70% job stability condition is the ministry's own measure of staff retention. It does not tell you how any particular school performs, but it is a reasonable prompt for an interview question: how long have teachers in this department typically stayed, and how many contracts were renewed last year?

Ask which licence tier the school holds and whether it holds a recognised accreditation. Those are facts the school can state, and the ministry's published criteria tell you what they mean.

The visa route for non-tourism travel

GOV.UK's Qatar travel advice says you can get a tourist visa on arrival if you travel on a full British citizen passport, but you must get a visa in advance if you are travelling for any purpose other than tourism. Starting a teaching job is not tourism, so do not plan to arrive on a tourist visa and sort the rest out later.

The same page says stays over 30 days need a visa waiver extension through the Qatar Ministry of Interior, and that if you stay more than 30 days you must buy health insurance from a Ministry of Public Health registered provider before you travel. Ask your employer which permit applies to you, who files it, and what you should and should not do before it is issued. Get the answer in writing.

Qualifications and certificate checks

We could not open a current MOEHE page that lists personal licence or degree rules for foreign teachers at private schools, so we will not quote requirements we cannot source. The ministry's site does list a certificates equivalency and authentication service under higher education, which suggests degrees may need to be verified. Whether yours does, and by which route, is a question for the school.

Gather your degree certificate, teaching qualification, references and police certificates early, and ask the school which of them need attestation. Doing this before you resign from your current post saves a scramble.

Practical checks before you travel

GOV.UK says you may be stopped from leaving Qatar if you are subject to a travel ban, legal proceedings or unpaid debt. It also says importing and selling vapes and e-cigarette products is illegal regardless of quantity, and points travellers to Qatar's guidance on medications. Read the full entry requirements page for your passport type before you book.

Finally, confirm the school appears in MOEHE's list of private schools and that the person who signs your contract is an authorised representative. A short email to the school asking for the licence reference costs nothing.

Questions teachers ask

Do I need a separate MOEHE teaching licence before I am hired?

We could not find an MOEHE page that sets this out for foreign teachers at private schools. The ministry's licensing page covers school licences. Ask the school in writing what personal approvals apply to your post and who applies for them.

Can I enter Qatar as a tourist and switch to a work visa?

GOV.UK says you must get a visa in advance if you travel for any purpose other than tourism. Ask your employer how the work permit is issued and do not rely on switching after arrival.

What does the five-year licence tell me about a school?

MOEHE says it requires a recognised accreditation, a very good rating for compulsory-subject teachers, at least 70% job stability among basic administrative and educational staff and no severe penalties in two years. Ask the school which tier it holds.

Is health insurance compulsory when I move?

GOV.UK says anyone staying in Qatar more than 30 days must buy health insurance from a Ministry of Public Health registered provider before travelling, and that the standard premium is 50 Qatari riyals per person per month. Ask your employer whether cover is arranged for you.

Are there age or degree limits for Qatar jobs?

We found no official MOEHE statement of age or degree limits for foreign teachers, so we do not give any. Some recruiter guides quote limits, but those are unverified. Ask the school what it will submit for your appointment.
