Teaching in Cambodia: what to know

Cambodia's published rules for foreign workers sit with the Ministry of Labour and Vocational Training (MLVT), not the education ministry. GOV.UK says working requires both a business visa and a work permit, and that the employer applies through the Department of Labour and Social Affairs. This page covers only what official and law-firm sources confirm. Teacher qualification rules were not available in any source I could open.

The MLVT work permit and employment card

Tilleke & Gibbins reports that the MLVT issued Notification No. 110/23 on 28 December 2023. Foreign employees need a work permit and an employment card, and applications are made through the ministry's online portal.

The documents named are a valid passport, the employer's latest patent tax certificate, a physical examination form, and a 4x6 cm photo. The patent tax certificate means your school must be properly registered as a business. Ask to see it.

Business visa and entry

GOV.UK says passports must be valid for six months from arrival, and tourist visas last 30 days. Business visas can be obtained on arrival at Phnom Penh airport, from the immigration department, or from a Cambodian embassy before you travel. It says authorities strictly enforce the rules.

Security checks before you accept

FCDO advises against all but essential travel within 20km of the land border with Thailand. It says heavy fighting occurred there in 2025, a ceasefire was signed on 27 December, and the situation remains tense. Land crossings between the countries remain suspended, and landmines are present in the border area.

If a school is near the border, ask for its location before you agree terms.

Questions teachers ask

Do I need a work permit to teach in Cambodia?

GOV.UK says working requires a business visa and a work permit. Tilleke & Gibbins describes the MLVT work permit and employment card process.

Who applies for my Cambodian work permit?

GOV.UK says your employer applies through the Department of Labour and Social Affairs. Confirm in writing who files and who pays.

Does Cambodia require a TEFL certificate or degree by law?

We could not confirm this from an official source, so this page makes no claim. Ask the school what it requires and which ministry approvals it holds.

Is it safe to teach near the Thai border?

FCDO advises against all but essential travel within 20km of the land border with Thailand. Check the current advice before accepting a post there.
